Real Property Tax Relief:

• Introduced Bill 181 (2025) to increase the Home and Long-Term Rental exemptions by $100,000 (bill is still pending).

• Introduced Bill 145 (2025) to create an exemption for vacant landowners on the Upcountry Water System Priority List (water meter waitlist) (bill is still pending)

• Introduced Bill 145 (2024), which increased the exemption for Child Care Facilities for the first time since 1997, from $50,000 to $200,000. The legislation passed as Ordinance 5726

Public Private Partnerships:

• Supported PPP agreement with Waikapu Country Town

• Will be introducing legislation to incentivize construction of employee housing

• Modeled after successful projects from previous generations, such as Maui Land & Pine’s employee housing

Recovery:

• Supported streamlined permitting processes

• Supported property tax relief for disaster-impacted properties

• Introduced Resolution 23-14, urging the Mayor and the newly created office of recovery to make county-owned land available for affordable housing for residents displaced by the August 2023 Wildfires, which passed unanimously in October 2023

Introduced Ordinance 5879, to adjust the size of the Kula Agricultural Park Committee to help ensure the committee could consistently have a quorum to conduct business

Supported legislation to streamline Lahaina/disaster area rebuilds, such as:

• Resolution 23-245 allowing modular housing in disaster area

• Ordinance 5629 (Bill 21) to accelerate rebuilding and recovery in disaster areas by broadening eligibility for expedited permits, simplifying permit review procedures, etc.

Requested a financial analysis of proposed agreement between County (Dept. of Water Supply) and Free Market Ventures for the development of wells in Kula

• Also held a community meeting on the subject, bringing together DWS and FMV to hear from concerned community members

• Supported the agreement not moving forward due to community concerns
